Yes. The Blue Ox # BX1139 base plates are compatible with the Blue Ox Alpha tow bar and the newer Blue Ox Alpha 2 # BX7380. A complete flat towing setup consists of base plates, a compatible tow bar, safety cables, tow bar wiring, supplemental braking and possibly a high/low adapter. It sounds like you might already have components from an existing flat towing setup, but I've gone ahead and listed the other components and my recommendations for those if you're also needing those.
