Can I get this fender in a 13 inch width? Cant find one that width in any pictures. Need one 13w X 36L X 19h.

Check out the etrailer brand Trailer Fenders part # HP66VR. The dimensions of this fender are 13 inches wide by 36 inches long and 20 inches tall.
Its a different shape than the etrailer brand Fender # HP76VR that you referenced but it is very close to the specs that you need.
