Does this tilting base come with a locking screw and nut or do I need to buy the separate Replacement Hitch Tite Anti-Rattle Hitch Pin for Saris Bike Racks with 2inch Shanks Item # SA3021 Thank you.

The Tilting Base for Saris SuperClamp Hitch Racks item # SAR56VR does not come with a locking screw and nut. You will need to purchase the replacement Hitch Tite Anti-Rattle Hitch Pin for Saris Bike Racks item # SA3021. If you would like an anti rattle hitch pin that locks I recommend the Hitch Tite Anti-Rattle Hitch Lock for Saris Bike Racks with 1-1/4" and 2" Shanks item # SA3022. This is compatible with the tilting base SuperClamp.

There isn't a way to convert the Saris Freedom bike rack that attaches to rear spares to a hitch mount. The #SAR56VR is not capable of that. You're only option would be the Freedom that fits hitches part #SA4412B instead.

For a Saris SuperClamp bike rack the correct tilting base is the part #SAR56VR actually. The #SA28713 would not work for your rack.
