can this tow a pop up camper weighing about 2,200 pounds?

As long as the loaded and ready to tow tongue weight of your camper plus the weight of your bikes remains under 350 lbs, then you will have no problem towing your pop up camper with the Swagman Original Towing Bike Rack, # S64675. I have attached an FAQ on how to determine your tongue weight for you to check out.
This bike rack does not include a hitch ball, if you need a 1-7/8 inch hitch ball, then I recommend using the Convert-A-Ball Interchangeable Ball Set, # 802B. If you only need a 2 inch ball, then you can use part # 19258.
Another option could be to carry only 2 bikes on the Swagman towing bike rack and 2 bikes on the roof of your towing vehicle.
