Yes, the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2", part # 13028, does hang close to the bottom of the bumper. This hitch receiver has a maximum tongue weight of 600 lbs and a maximum gross trailer weight of 6,000 lbs. The distance between the upper frame clamp to the top of the hitch receiver is approximately 5-3/4".
