The Replacement Top Plate for Swagman Original Series 3 Bike Carriers # P120 does indeed include the vinyl pads to protect the frames on your bikes. This is only the top plate though, so if you need pads for the bottom plate, you will also need three of the Vinyl Cradle Padding # P0023.
