The hitch that I recommend for your 2021 Subaru Forester to use a bike rack is the Curt Trailer Hitch Receiver # C13409. This hitch is made in the USA, has a bolt-on, no-drill installation and will provide you with a 2" receiver opening which is the most common size used for hitch mounted accessories such as bike racks, cargo carriers and ball mounts.
If you are needing a bike rack I recommend the Yakima OnRamp Bike Rack # Y36FR. This rack is compatible with the hitch recommended above and will handle up to two bikes that weigh up to 66 lbs. each.
