Since it sounds like you have adjusted the brakes correctly, I would start with the brake controller. Make sure your brake controller setting is correct and high enough for the brakes to function properly. If that has already been done, I would check the wiring to make sure the brakes are getting enough power.

I would start by checking the 7-way connection on your tow vehicle using a circuit tester like the # PTW2993. If you find that you are getting power at the 7-way when the manual override is used you can rule out the tow vehicle and brake controller as the problem.

If you aren't getting the correct power reading at the 7-way you can check your ground connections and your wiring. You want your ground connection to be secure on a clean, bare-metal surface. Make sure the wires from your brake controller are also secure. If this is all as it should be then you will want to check for a short in the wiring.

If it is on the trailer side you also want to check your ground connections and inspect the wiring for a short. You could also try moving the ground connection to another spot just to be sure.

If that does not fix the problem you may need new brake assemblies. Since I have no information on how long these brakes have been used, you may want to check the brake assemblies themselves and see if the shoes, magnets, and drum are all in good order.

If you find that you need replacement brakes, or this does not solve the problem, please feel free to reach out and I would be happy to make a recommendation/help you troubleshoot further.
