The 4=pole trailer outlet has an unusual extra feature in what appears to be a tiny additional wired connector, shown in the attached picture. What is the purpose of this connector?

I'm not certain what additional wired connector you're referring to. If you're referring to the piece coming off the side of the 4-pole plug, it's actually a protective cover for the plug that's snapped over the plug when it's not being used to protect it from the elements. See the provided photo.
