Are All Hitch Cargo Carriers Ok to Use at 80MPH?

Yes! Since cargo carriers like the 22-1/2x49 Curt Cargo Carrier - 2" Hitches - Aluminum # C18113 do not have a maximum highway speed rating, you will be safe in driving at 80mph. We have had lots of neighbors who have traveled at those speeds and never report issues.
With that being said, it is important to have the proper securing methods. If you have a lot of medium-sized cargo, the Curt Stretchable Cargo Net - 43" Long x 24" Wide # C18202 works great with the # C18113; if you have larger objects, I recommend the Erickson Re-Tractable Ratchet Straps # EM04418. You can never go wrong with the ease of push-button release.
If you need a hitch for mounting the carrier on your 2021 Tesla Model Y, I recommend the Draw-Tite Max-Frame Trailer Hitch Receiver - Custom Fit # DT58MR. The reason why is mainly because it offers a greater tongue weight to add more cargo (525 pounds) and will maximize the full weight capacity to use on the cargo carrier (500 pounds). The alternative EcoHitch # EH39FR will only allow you to use 325 pounds of the carrier's capacity. You will not have any bumper clearance issues with using the Curt cargo carrier with the Draw-Tite hitch.
As with all hitches, I recommend you consult with your Tesla's owner's manual to make sure your vehicle can handle this much weight.
