Yes! Our part number # HLY64FR is the same as the Hollywood Racks part number HR1700. These both correspond to the Hollywood Racks RV Rider.

As far as clearing your spare tire on your Jeep Wrangler, there is a definite way to tell if you have enough clearance with the rack installed on your hitch (if you have a hitch receiver). Since the shank of the RV Rider measures 7-1/2" from the center of the shank's pinhole to the closest part of the rack, you have the ability to make a measurement on your Jeep. I recommend measuring the length of the center of your hitch's pinhole to the outside surface of your spare tire. As long as that measurement is less than 7-1/2 inches, you have enough clearance length with the RV Rider. I went ahead and attached a photo of how to conduct this measurement.

If you are set on using the RV Rider, you can always use a hitch extender like the Brophy Extender - 7" # HE06 to get additional length. It is important to note that using a hitch adapter/extender decreases the overall weight capacity of your hitch receiver by 50%.

If you do not have a hitch currently installed on your Wrangler and need one that is compatible with a bike rack and spare tire, feel free to reply to this answer with the year of your Jeep Wrangler, and I will be happy to recommend the hitch for you.

If you determine that you need more length on your shank without wanting to use a hitch extender that reduces the hitch capacity by 50%, a great solution if you need a longer shank is the Swagman E-Spec Bike Rack for 2 Electric Bikes - 2" Hitches # S94FR. The E-Spec has a super long shank that measures 10-1/2 inches from the pinhole to the closest part of the rack. The E-Spec is designed to withstand the extra force/torque exerted on the rack when mounted on a flat-towed vehicle. It also comes with a 70-pound per-bike weight capacity and fits fat tires up to 3 inches wide. If you have fat tires, you can use the adapter # S64679 to fit bike tires from 3-5 inches wide. If you plan on transporting women's bikes, children's bikes, or step-thru bikes, you do need the bike frame adapter bar # 64005 to attach to the ratcheting hooks of the E-Spec.
