For your 2007 Chevrolet HHR, the base plate you'll need is the Blue Ox Base Plate Kit # BX1692.
Since this is a Blue Ox base plate and you're using a Roadmaster tow bar, you're also going to need the adapter # RM-031 to be able to use the two components together.
If you're needing the complete flat towing setup, you're also going to need wiring # RM-15267, a braking system # HM39494, the Roadmaster FuseMaster Fuse Bypass # RM76511, and more than likely a high-low adapter # C59KR.
Additionally, if you did not get safety cables with your tow bar, the Curt Single Hook, Coiled Safety Cables with S-Hooks # C80151 will work great for you.
For the high-low adapter, you're going to need to measure first to see what kind of rise/drop you need to keep your tow vehicle in the "3" above or below the tow bar" zone for safe flat towing. I have attached an FAQ for you to check out that goes into detail about this.
