Will Spline Length of Bolts from Single Axle Hanger Kit APS4 Prevent Leaf Spring Movement

Question:

It seems that the shackle bolt splines are too long so when installed they seat into the link and perch hangar. How will it pivot if both pieces are pinched together? Shouldnt there be free movement between the two pieces?

The spline length of the bolt that come with the Single-Axle Trailer Hanger Kit for Double-Eye Springs # APS4 aren't long enough that they would prevent the movement of a leaf spring with it. Basically holds the bolt to the shackle or hanger but does not go through enough to the spring to prevent it from moving.
