Question:
I have a 4000 lb tacoma truck with a 3000 lb travel trailer. Do I need a weight distribution hitch?

Absolutely. Whenever the trailer weighs in at least half of the weight of the tow vehicle a weight distribution system is recommended.
For your application I recommend checking out the Blue Ox TrackPro Weight Distribution w/ Sway Control # BLU36FR. This is a solid, middle-of-the-road weight distribution system that has the proper tongue weight range for your setup and is has some versatility in how the mounting brackets can sit on your trailer frame so it is compatible with more trailer setups than your typical weight distribution system.
