When the Yakima SpareTime 2 Bike Carrier Y02598 is locked the knob will spin freely but when it's unlocked is when you can remove it so if you're comparing how easy it is to spin when it's locked/unlocked that might be why you're having issues making it spin.

If that doesn't work then be sure to use a lubricant spray to help loosen up the threaded portion. You may need to remove the lock core and then drill out the locking knob and replace it with part # 8890239 if you aren't able to get that knob to turn at all when it's in the unlocked position.
