Do You Need to Use All of the Bolts Required to Install B&W Base Rails in a 1999 Ford F-250

I can make it work if I install 1 bolt through each bracket, it will not line up with two bolts in each bracket, will it be legal/safe for 6 bolts instead of 10 bolts?

You will need to use all of the bolts required to install the B&W Universal Base Rails and Installation Kit for 5th Wheel Trailer Hitches # BWRVR3200 to use the B&W Patriot 5th Wheel Trailer Hitch w/ Slider - Dual Jaw # BWRVK3270.
