Question:
I have a 2015 EZ load boat trailer, single axle w/ flat 4 pin connector. I have running lights, but no break or turn signals. Truck signals have been verified fully functional. There is a white and brown for both sides from the connector. I have also replaced the 4 pin connector and have the same issue. What can I do next?

Since the issue is with the brake and turn signals that narrows it down to the green and yellow wires on your trailer. The green carries the right stop/turn signals while the yellow carries the left stop/turn signals. It could be that the lights themselves are messed up or have a bad ground but since it sounds like all of the lights on both sides is the problem I bet the wiring for those circuits needs to be repaired or replaced.
You can use 16 Gauge Wire # DW02359-1 and Heat Shrink Butt Connectors # DW05744-10 to repair and enhance the connections or if you just want to do a wiring overhaul you can use the 25 Ft 4-Way Trailer Wiring Harness # A25W2GWB with the butt connectors mentioned above to replace all of your wiring and start at ground zero.
If you're still seeing problems then it sounds like your lights are the issue and they need to be replaced. You can test the lights out prior to replacing them by making sure the light has a good solid ground connection and then applying 12V power directly to the different wires to see if the light works or not.
