Question:
1998 tandem axle Eagle boat trailer for 1998 22’ boat. At first glance I cannot tell what kind of brakes it has. Seems to be a reservoir cap but it’s pretty small and electrical connector is 4 pin. Any idea of what I type it might be?

It sounds like you have coupler like the Dexter Zinc-Plated Brake Actuator # T43397007K and hydraulic surge brakes on your 1998 Eagle boat trailer. This particular coupler is specific to drum brakes but there are similar units for disc brakes Item # T47457007K.
The 4-Way Wiring # HM48138 on your trailer will only control the lighting for the tail lights and running lights on the trailer.
