While we don't have an install video I attached a link to the install instructions for the Dodge ProMaster Van Adapter part # TH301650 that you referenced. The sika glue is used on the end caps of the adapters.

On step 3 section A you can see where the sandpaper adhesive and primer is used. Basically it's along the edge of the bracket where the exclamation point logo is.
