What is the distance of the holes in the outside flange from one side to the other . I need it to 16 inches center to center if possible

The mounting holes in the Ventline Ventadome Trailer Roof Vent # V2092SP-25 are spaced 15-1/2" apart from center to center. That being said it's actually going to be better if you create new holes in the roof since you'll get a more secure grip.
I've installed a few roof vents in my time here and had mounting holes line up and the new screws not really grip anything since the old ones tend to tear up the hole. I recommend putting some butyl tape # AL28FJ around the bottom of the flange to form a nice seal for the mounting screws and some self-leveling sealant # 34427034145-1 to layer over the top of the flange and prevent water from leaking in.
