The first thing you will need to do is click the provided link that will show you how to measure to determine how much clearance you have between the hitch pin hole in your receiver and the furthest rearward part of the vehicle, whether it be the back bumper or the rear of the spare tire (if your Land Cruiser is equipped with the rear mounted spare). You will then need to choose a bike rack whose shank is longer than that measurement.

We have several swinging bike racks to choose from,. I recommend the RockyMounts BackStage # RKY10002 which has 9-1/2 inches between the hitch pin hole and the closest part of the rack. The bikes can indeed be left in place while the rack is swung to the side.

If you would prefer a 2 bike rack that will tilt downward allowing access to the rear hatch we have plenty but the bikes will need to be removed from the rack first. The Swagman Trailhead, part # S63360 would be an excellent, reasonably priced choice that provides anti-sway cradles, sturdy rubber straps to retain the rack and an anti-wobble hitch pin, which I consider to be essential. The shank on the Trailhead measures 11 inches from the hitch pin hole to the closest portion of the rack, which should be plenty of clearance.

To carry womens bikes or bikes with sharply angled top tubes or step-through frames, using a frame adapter like part # 64005 is recommended. The adapter spans the distance between the seat post and the handle bar gooseneck, and provides a level attachment point to the bike rack so the bike has greater ground clearance and is not carried at an angle.

I have linked you to some product demonstration videos you might find helpful.
