In order to convert from a surge brake actuator to an electric over hydraulic actuator you'd need the actuator itself, a breakaway system, and wiring. I recommend the Hydrastar Marine Electric Over Hydraulic Actuator Kit part # HS381-9067 which comes with all these items in a nice and convenient kit.
In regards to switching out the surge brake actuator, you have many options for this but it will depend on your tongue style, the most common is a straight tongue and in which case I recommend the Demco Channel Tongue Trailer Coupler part # DM13203-52 as a basic bolt-on replacement.
