Can I use or adapt the base plate that is on my 2003 Matrix to fit my 2012 ford focus?

The base plates for your 2012 Ford Focus are designed specifically for that vehicle to fit the frame. The base plates that you have on your 2003 Toyota Matrix cannot be modified to fit your Focus. Any modification would certainly compromise the structural integrity of the base plate system and would not be safe.
The base plate kit I recommend for your Focus is the Blue Ox Base Plate Kit, part # BX2633. This is designed to fit non-ST models without the Adaptive Cruise Control System installed. This system does require trimming the bumper, and the air dam, and some minor drilling is required. This system is designed to fit Blue Ox Aventa, Aladdin, and Allure tow bars. It will also fit Roadmaster tow bars when used with the Roadmaster Tow bar Adapter, part # RM-031 or part # RM-031-5.
