For a 2013 Ford Explorer Sport with adaptive cruise control and the 3.5 liter EcoBoost motor you will need to use Roadmaster base plates # 4427-1A. The base plates you referenced, # 4427-3A, will also fit but there are so additional requirements depending on the tow bar used and restrictions on accessories that will work with the base plates. Going with # 4427-1A is the better choice to avoid all of that. I have included a link to the installation instructions for you.
For a compatible tow bar I recommend the Falcon 2, # RM-520. This tow bar has a 6,000 pound capacity. I have linked a video showing how it installs. You will also need safety cables, # RM-643. The coiled design of these cables helps keep them from touching the ground.
Next you will need a lighting solution. If you will not be towing the Explorer often I recommend a simple magnetic light kit # RM-2120. If you will be towing it often a more permanent solution is the 6 diode kit # 154-792-118158. I have linked the installation instructions for you.
And finally, most states now require supplemental braking on the vehicle being flat towed. One of the easiest systems to set up and use is the Even Brake Proportional system # RM-9400. It will apply the Explorer brakes in proportion to how much the tow vehicle is braking. This is the easiest way to stop and it reduces wear and tear on both vehicles.
Be sure to consult your Explorer owners manual for specific information on flat towing the vehicle. I have also included some helpful links to our series of help articles on flat towing for you.
