Building a new off-road trailer. I like this set up. I need to know the following. 1. largest wheel I can use, hgt./width/ off set. 2. largest tire I can use.

Since you are building an off-road trailer you would want the Timbren Heavy-Duty Axle-Less Trailer Suspension # ASR2KHDS02. This comes with a longer spindle to let you use a wider wheel and tire than the Timbren Axle-Less Trailer Suspension System with Hubs # A20RS545 that you referenced.
The max height of the wheel and tire would only be limited by a fender and where you chose to install it. For a max width you have plenty of room there to. From the hub face to the trailer frame you would have 8-1/2 inches. Which means you could go with virtually as wide of a tire as you can reasonably come up with.
For an idler hub to go with this kit you would want the Dexter Trailer Hub Assembly # 84545UC1-EZ. This has a 5 on 4-1/2 inch bolt pattern, which the largest diameter wheel we sell with this bolt pattern is 15 inches. Like the Dexstar Wheel part # AM20504. This rim is 6 inches wide and has a .5 inch offset whereas most trailer rims have a 0 offset.
