Would you think Cargo Carrier # C18140 would be a good fit for a 2014 Ford Fusion Hybrid? And what amount of weight would I be limited to on the would be limited to on the carrier?

All of the trailer hitches available for your 2014 Ford Fusion hybrid, see link, are Class I trailer hitches, except for one. But the vehicle is not really rated for a Class II hitch so going with a Class I. # 24897, would be the way to go if you need a hitch.
The Curt cargo carrier, # C18110, will fit the Class I trailer hitches. The trailer hitches have a tongue weight capacity of 200 pounds. The combined weight of the carrier and the cargo loaded on it cannot exceed 200 pounds. If the vehicle is rated lower (check the owners manual but this vehicle likely does not have a tow rating) you will need to go by the lower rating.
The carrier weighs about 25 pounds or so. The maximum weight you could put on it and still be within the hitch capacity is 175 pounds.
