What size pilot hole for the self tapping screws?

If you are speaking of the screws used to fasten the dual cam frame plate, the hole size will depend on whether you have a tubular steel or C-Channel frame. If you have the tubular frame, you'd drill a 7/16 inch pilot hole, or a 17/32 inch hole if you have a C-Channel frame.
The tubular steel frame would use the self-threading bolts, and the C-Channel frame would be through-bolted. You can see this on page 6 and 7 of the instructions I've linked.
