Question:
Upon installing this wire harness on my 2014 Toyota Highlander I found both connections in the rear cargo area. There is not a connection under the dash.

It is not uncommon for manufacturers to change locations of connection points for wiring harnesses. Then aftermarket companies like Tow Ready have to play catch up. With good information like this we can get ahead of the game!
As long as everything works after installation of harness # 118449 on your 2014 Toyota Highlander then the alternate plug-in location should be just fine.
