Do you know if the Spare Tire Carrier for Yakima Roof Rack Cargo Baskets Y07076 would fit on a Curt Roof Mounted Cargo Basket - 41-1/2 Long x 37 Wide x 4 Deep - 150 lbs C18115 with extension, or have any suggestions for strapping/mounting, as well as locking, a spare tire to that type of rack?

It should work, the dimensions are a little bit different but they should be close enough to make it work.
The Spare Tire Carrier for Yakima Roof Rack Cargo Baskets # Y07076 that you referenced is designed to fit cargo baskets with 1/2 in diameter cross tubes that are spaced 3-11/16 inches apart measured on center.
The Curt Roof Basket part # C18115 that you referenced has 1/2 diameter tubes that are spaced 3-1/2 inches apart. That's a difference of a little under .2 of an inch in spacing so you should be close enough.
You will want to use the extension to with the carrier part # C18117.
