Question:
I want to put 10 Class E wheels and tires on the 4 inch lift, and make it go under a trailer. I need to go 10 inches tires because if they are under I still need the trailer low to the ground like a snowmobile trailer. First, can I put 7 inch electric breaks on a t0 inch tire? Secondly, do you have a 4 inch lift axils that come with 7 inch breaks?

As long as I am understanding you correctly I believe I have a solution for you. Sounds like you want to use the smallest overall size wheel and tire you can fit on the Timbren Axle-Less Trailer Suspension # ASR3500S06. What really matters is overall wheel size and not just rim size so bear with me since there are no 10 inch rim options that would work for you.
A 13 inch wheel is the smallest you can go with that will allow everything to work. For that I would recommend the wheel and tire # AM31985. This has an overall diameter of 24.1 inches which is pretty small.
For a hub and rotor you would want the part # 8-247-50UC3. This is confirmed to the fit the spindle of the Timbren system and is also compatible with the rim I recommended.
For brake assemblies you would want the part # 23-468 for the left hand side and part # 23-469 for the right hand side.
