I have a 2016 dodge 3500 ram pickup. What is the best way to connect the racks led light to the truck?

The B&W Custom Headache Rack with LED Lights # BWPUCP7520WA is a confirmed fit on 2003 through 2009 Ram 3500s but it is not a fit for your 2016 model year. For your 2016 (without Rambox feature) the similar headache rack that is confirmed to fit it is part # BWPUCP7522WA. This and other racks are shown on the linked page.
This requires standard 4-pole wiring to operate the included LED stop/turn/tail lights. You will splice into the existing trailer harness wiring to access these signals. You can use bulk 4-pole wire # 16-4B-1 and two of butt connectors # 05731-5 to connect to the Ram. Part # 118384 will give you the vehicle light signals; this plugs in at the factory 7-way. Just cut off the 4-pole connector to splice in the length of addition wire you need.
