Question:
Thule Spare Me 2 Bike Rack - Spare Tire Mount - Folding Dual Arms Item # TH963PRO I have a 2012 Rav4 with the stock full sized spare time on. When I stick the tape measure through the hole until I hit something and then measure to the straight object against the outside of the tire I measure 9. I assume that means this rack will not work on my tire even though it says it fits my vehicle?

Make sure that the surface you are pushing the measuring tape up against is the plate that the spare tire mounts to. It may be that you are measuring up to the rear door of the vehicle and missing the plate.
Thule does list the Spare Me 2 Bike Rack # TH963PRO as a fit for your 2012 Toyota RAV4 and they are normally very thorough about test fitting vehicles so I would be shocked if this didn't fit. Especially since you said you have the stock sized spare.
If you are getting 9" you should be fine anyway. This rack first tires up to 12.5" wide and 33 inches in diameter. Check out this video review.
