The brake controller wiring of your 2011 Chevy Silverado does not use the standard colors we've found when installing a brake controller. What you'll need to do is test the wiring you found under the dash and wire the controller up to it accordingly. Using a circuit tester like part # PTW2993 test the wires you have. The wire that has voltage all the time is the 12 volt power and goes to black wire of the controller, the one that has voltage only when brakes are applied gets ran to red wire of the controller. Next, ground the tester to the constant 12-volt power wire, then probe the remaining two wires.  The wire that lights the tester will be the ground and goes to white, the other will be the brake output circuit and goes to blue.
