Question:
Cover does not go all the way down.

Depending on the type of vent you have there could be a couple of causes. The simplest could be there there's some kind of debris causing the blockage. I recommend getting up on your trailer's roof and checking to make sure there's nothing blocking the vent cover from closing.
If you find that there's nothing in the way you could have a broken arm. The Replacement Operator, Knob and Screw for Ventline Ventadome Trailer Roof Vents w/ Wedge-Shaped Dome Item # BVD0462-00 is used to replace broken arms on certain Ventline models.
The cover itself could be broken and obstructing itself from closing all the way. The Vent Cover for Ventline Old-Style Rounded Dome Trailer Roof Vents - Smoke Item # BV0554-03 is one of the many replacements we have for Ventline vents.
If you could send in the model number or serial number of your vent I could assist you further with the correct replacement parts for your specific model.
