Camper is 9.6 feet long and the truck is a dodge 1500 long bed would these be ok?

The Brophy Clamp On Camper Tie-Downs # HSAB referenced in your question is a universal design that will work on most trucks. You will just want to make sure that the external bed rail width on your truck is not greater than 5-1/2 inches and that there is at least 2 inches of space beneath the lip of the bed rail. These will do a great job of supplying heavy duty attachment points for securing your camper to the truck bed.
These tie-downs do not have a particular weight capacity or size limit. They are designed to work for any camper size that is properly sized for your truck. I recommend adding the Basic Turnbuckles w/ Hardware # TDHP to secure the camper to the Tie-Downs.
